Pokebattler, which calculates all possible combinations of Pokemon and moves, lists the top 10 Dragonite counters as a result of the above rules:

It is recommended that your counters dunk as much as possible, but creating that large group of strong Shadow Pokemon with their moves unlocked is a lot of fun for the most practiced players. Here are 10 counters available in two different countries. This is used to effectively remove Dragonite.

How many Trainers are needed?
Dragonite can be defeated by solo players. It helps those who want to complete 3 rescues alone to bring their Pokemon up and get their Pokemon ready to combat the correct attacks as listed above. Using Circle Lock Technique to catch Big or Great Throws, along with Golden Razz Berries, is the best way to catch Pokemon. However, note that Dragonite is an evolved form. In spite of that, I recommend taking balls from Pinap for first throw. Because evolved forms offer increased candy, you can multiply that by catching them using a Pinaep-Boam.
