It presumably did not contain an engineering specific to handle the types of gaming experiences that BioWare will release. With that said, the fans didn’t surprise the fans when the devs decided to take the next line of an unreal engine to the new franchise. Now, the devs hope they will make progress towards a much better spot, development-wise. The Mass Effect: Legendary Edition didn’t use the Unreal Engine 4 and then ran on the Unreal Engine 3.
